Richard H. Mosse, J.D., L.L.M.

President and CEO

Mr. Mosse is founder, President and Chief Executive Officer. Heading the firm, he has been directly responsible for the acquisition, development, rehabilitation, workout, spin-off, divestiture, structuring, financing and sale of over 300 real estate projects.

Mr. Mosse has spent over 30 years in the real estate business as a principal, a real estate/tax attorney and as an investment banker. Mr. Mosse started his career in his family’s development and management company where he was involved in the acquisition, renovation, leasing, management and sale of several thousand apartment units. Upon graduating from law school, he was hired as a Special Assistant to the Maryland Securities Commissioner to handle the liquidation of two savings and loan associations and a brokerage firm. He was then appointed as Associate Counsel to the Committee on Education and Labor, U.S. House of Representatives where he served until joining the New York law firm of Proskauer, Rose, Goetz and Mendelsohn. At Proskauer he worked as a Real Estate and Tax Attorney specializing in all facets of acquisition, development, equity and debt financing, syndication, private offerings, joint ventures and workouts, and represented a number of clients including Olympia & York Developments and Integrated Resources. In 1981 Mr. Mosse founded American Property Consultants, Ltd., the parent of APC Realty Advisors.

Mr. Mosse holds a Master of Laws degree from the Georgetown University Law Center, a Certificate from the Hague Academy of International Law, and a Juris Doctor degree, Magna Cum Laude, from the University of Baltimore School of Law, where he was awarded the University Award of Merit, was elected to the Heusler Honor Society and the Woodrow Wilson Society of International Law, and served as Editor-in-Chief of the Law Review and Chairman of the Moot Court Board. Mr. Mosse received a Bachelor of Arts degree with honors from Washington & Jefferson College and is a graduate of Western Reserve Academy.

Mr. Mosse is a member of the Bars of Florida, Maryland, New York, Pennsylvania, and Washington D.C., and at the Federal level is admitted before the U.S. District Courts for the State of Maryland and the District of Columbia; the U.S. Court of Appeals, Fourth Circuit, and the U.S. Court of Appeals, District of Columbia.

Mr. Mosse was elected to Outstanding Young Men of America; International Professional Who’s Who; is a member of the International Council of Shopping Centers; and has served on the Advisory Committee of the National Multi Housing Council and the Real Estate Board of New York.
